The manis actually a prisoner and the dog is part of a rehab program that involves training dogs. They are finding that bringing animals into the prison systems lifts moral. Of course it does, how could it not? Animals, god's gift to us, don't you think?
Wow, had no idea he was a prisoner.. And yes I could see that program working, after all it works in hospitals where animals have been found to help bring up the spirits of the patients and aid in their recuperation..
